Questions Burgerbegroting project proposals

If you would like to submit an idea for Burgerbegroting Maastricht (Maastricht Citizens' Budget), you will need to complete an application form. This page gives you an overview of the questions you will be asked. We also provide tips and guidance for each question. Click the plus sign (+) to view the information. This will help you prepare your application.

You can submit your idea for Burgerbegroting Maastricht 2026 from Monday 17 August to Friday 11 September 2026. You can do this through the Municipality of Maastricht’s grants portal. Before you begin, please also read the rules and the general regulations.

    • Are you submitting a project proposal as an individual? Log in using your DigiD.
    • Are you submitting a project proposal on behalf of an organisation or association? Log in using eHerkenning level 2+. If you do not yet have eHerkenning, make sure you apply in good time at www.eherkenning.nl. It can take up to 2 weeks to process your application.
    • Are you submitting an application using eHerkenning? All messages from the grants portal will be sent to the administrator of the eHerkenning account. Please check that the correct contact person for Burgerbegroting is registered. You can also authorise other people, such as the person leading the project.     • At the bottom of the application form, you will find the Save draft button. Save your application regularly, otherwise you may lose information you have entered.
    • Do you need help submitting your application? Ask someone you know to help you. The Burgerbegroting team will also be happy to help.
    • The bank account must be in the name of the person or organisation leading the project.
    • Make sure your activity is free and open to as many residents as possible.
    • You may not charge an entry or registration fee for Burgerbegroting Maastricht projects.
    • Choose a short, clear title for your project. The title is the first thing people will see and will help them recognise your project. This will be useful during the voting round.
    • Once you have submitted your project, the system will automatically assign it a theme number (1 to 5) and a unique reference number.
    • Enter 01-04-2027 as the start date and 01-04-2028 as the end date.
    • Before you begin, read about the different themes on the page Burgerbegroting themes and budget | Thuis in Maastricht.
    • If your idea fits more than one theme, choose the main theme.
    • Is the idea for or from an association? Submit your project proposal under the Community associations theme.
    • Enter a telephone number where you can easily be reached during the day. We may contact you during the advice and assessment stages of your project.
    • The project lead is the municipality’s main point of contact. This person is responsible for providing information during the advice and implementation stages.
    • If you will not be carrying out the project yourself, tell us who will. This could be the municipality, a housing association, foundation, association, organisation or contractor.
    • Do you need help carrying out the project? Let us know. We will discuss with you whether support is available.
    • Describe your project as clearly as possible. The more specific you are, the better.
    • Include the following information in your description:
      • the title of your project
      • who wants to set it up, such as you, a group of residents, a foundation, association, club or organisation. Include the name, if there is one
      • exactly what you want to do, buy or organise (be as specific as possible)
      • how you plan to do this
      • who the project is for
      • where you want to carry it out. Where possible, include the name of the location, its address and the neighbourhood
      • why the project would be useful or needed
      • the wider aim of the project.
    • Think about the changes you want to bring about, such as offering more creative workshops in the neighbourhood, or an improvement you want to make, such as creating a stronger sense of community.
  • Which neighbourhood will your project take place in?

    Select the neighbourhood where your project will be carried out. The application form includes a list of all neighbourhoods in Maastricht. If your project will take place in several neighbourhoods, select ‘City-wide’.

    • Where possible, include the street name, house number, location and neighbourhood.
    • Check who owns the location before you apply.
    • If the municipality does not own the location, upload written permission from the owner. This could be a housing association, school, neighbourhood network, church council or another organisation.
    • If the municipality owns the land, select ‘Municipality’. You do not need to upload a document.
    • For example, not enough involvement from local residents or uncertainty about who will carry out the project.
    • Upload at least 1 photo, and preferably 2, that clearly show what your project is about. We will use these photos to promote your project, for example on the website.
    • Please make sure the photos meet the following requirements:
      • each photo must be at least 1 MB in size to ensure good print quality
      • each photo must be in landscape format
      • the file must be a JPG or JPEG
      • you must have permission from the people shown in the photo and from the photographer to use it.
    • By uploading photos, you agree that they may be used in communications about Burgerbegroting Maastricht.
    • We may need additional photos to assess your project properly. These could include close-up photos of the location or the current situation.
    • The photos may be in landscape or portrait format.
    • You may upload up to 5 files. Their combined file size must not exceed 5 MB. 
    • Will your project change anything in a public space? Or will it affect people living nearby? If so, it is important to ask local residents and immediate neighbours whether they feel positive, neutral or negative about your project proposal.
    • Record all responses on the community support form at the bottom of this page and include the completed form with your application.
    • Involve local residents and organisations in your idea as early as possible. Working together increases the chances of your project being successful.
    • The project must be completed within 12 months of receiving funding from Burgerbegroting Maastricht. Before applying, consider carefully whether this is achievable.
    • Divide your project into different steps or stages. Describe as clearly as possible how much time each step will take. Then list the activities you plan to carry out each month.
    • Think carefully about what you will need to carry out your project. For example:
      • Will you need volunteers?
      • Will a design or drawing need to be produced?
      • Which people, organisations or companies will you need?
    • You are responsible for applying for any permits required for your project. Before applying, check the Omgevingsloket to find out whether you need a permit.
    • Request no-obligation quotes from the relevant people or organisations. Bear in mind that prices may increase between the time you request a quote and the time you carry out the project.
    • Upload a budget showing all the expected costs of your project and include quotes to support these costs. You can download a budget template at the bottom of this page.
    • Provide a clear description for each type of cost:
      • Maintenance and management costs: for example, the cost of tools if you will carry out the maintenance yourself. If you will not be responsible for the maintenance, you do not need to include these costs. We will ask colleagues to estimate the management costs.
      • Project costs: for example, plants, promotional or other materials, or equipment hire for a neighbourhood event. Include quotes where possible.
      • Staffing costs: for example, the cost of hiring security staff or other professional support.
    • The Municipality of Maastricht will set aside 5% of each project’s budget for unforeseen costs. You do not need to include this amount in your budget.
    • Organisations that log in using eHerkenning can receive up to €10,000 into their bank account. Individuals who log in using DigiD can receive up to €5,000. If you submit a project as an individual and it costs more than €5,000, you will need to arrange another source of funding for the remaining amount.

Theme-specific guidance

    • Is your project about a work of art in a public space, such as a sculpture, mosaic or mural? You will need advice and approval from the KIOR Advisory Committee. Include the following information in your project proposal:
      • the artist’s name;
      • the materials the artwork will be made from;
      • images of the proposed location, clearly showing the exact position of the artwork;
      • images of the proposed design, such as a sketch, photograph or other visual material;
      • maintenance costs. As long as the artwork remains the property of the project lead, they will be responsible for its maintenance and safety.
    • Would you like to paint a street cabinet?
      • Discuss this with the Burgerbegroting team as early as possible, preferably before or during the application period.
      • Bear in mind that several matters will need to be investigated, including the location, ownership, design, suitable paint, management and maintenance.
      • You will need permission from both the municipality and the owner or network operator before painting a street cabinet. The owner could be Enexis, Ziggo or KPN, for example.

    • Would you like to organise a neighbourhood party, jumble sale or another event? Check in advance whether you need to submit a notification or apply for a permit on the page Organising an event: notifications and permits | Municipality of Maastricht.
    • Are you organising an activity in a building? Check how many visitors are permitted under the building’s licence.
    • Would you like to make changes to a building, room or garden? Make sure you obtain the owner’s permission in advance.
    • You cannot combine funding from several grant schemes for the same project.
    • A sketch is essential for every greening project. Use a colour-coded key and show the following in as much detail as possible and to scale:
      • the current situation, including features such as trees, streets, footpaths, benches and walls
      • what you would like to add, such as planting a tree in a parking space
    • A design will be produced based on your sketch. Depending on the size of the project, this will be done by or in partnership with one of the municipality’s landscape architects.
    • Do you need help developing your idea? The municipality can help produce a technical design that takes account of existing features such as street lights, cables and pipes, as well as areas where more greenery could be added.
    • Think carefully about management and maintenance in advance. The municipality is responsible for matters such as paving and maintaining public green spaces. As the project lead, you may also take on responsibility for managing the site yourself. We encourage this, but bear in mind that it involves responsibility, ongoing care and costs.
    • Will you manage your greening project yourself? Make arrangements with at least 3 local residents who will help. You should also agree who will act as the municipality’s main point of contact.
    • Register your community maintenance project with Mijn Groen Maastricht using the Register for community maintenance page. This will prevent the municipality from maintaining the same green space.
    • Your greening project may be better suited to Mijn Groen Maastricht than Burgerbegroting. To discuss this, email mijngroen [at] maastricht.nl (mijngroen[at]maastricht[dot]nl).
    • State the target audience and age group for your project.
    • A sketch is essential for every sports, play or physical activity project. Use a colour-coded key and show the following in as much detail as possible:
      • the current situation, including features such as trees, streets, footpaths, benches and walls
      • what you would like to add, such as a slide, spring rider or swing
    • A design will be produced based on your sketch. Depending on the size of the project, this will be done by or in partnership with one of the municipality’s landscape architects.

    • Would you like to install a piece of play equipment? First, view the products and prices offered by the suppliers the municipality works with:
    • Bear in mind that play equipment, safety surfacing and installation are often expensive. Smaller features can sometimes be a good alternative, such as play markings or an additional piece of equipment at an existing play area.
    • Larger play facilities may require additional funding. You will need to arrange this funding yourself.
